Ziel der Beschaffung, ist die Überprüfung der strategischen Ausrichtung, der Rahmenbedingungen und Ressourcenallokationen und idF der Aufbau- und Ablauforganisation der Parlamentsdirektion. Der Abschluss der Rahmenvereinbarung ist auf folgende Leistungen gerichtet, die in 2 Phasen erfolgen sollen: Phase 1 (konzeptionelle Phase): ua die Erhebung des IST-Zustandes, die Erhebung der künftigen Anforderungen zur Ableitung des SOLL-Zustandes, die Erstellung eines IST-SOLL-Vergleichs und die Beratung und Festlegung des ZIEL-Zustandes.Der Leistungszeitraum von Phase 1 endet längstens nach 6 Monaten. Das dafür festgelegte Auftragsvolumen, ist mit € 210.000,00 (exkl MwSt) begrenzt. Phase 2: Optional wird der Partner der Rahmevereinbarung auch mit der Begleitung (Projektcontrolling) der Implementierung des empfohlenen Maßnahmenkatalogs beauftragt. Das Auftragsvolumen für die Phase 2 ist mit rd € 170.000,00 begrenzt. Weitere optionale Aufträge (Angbotsunterlagen) sind vorbehalten.
